If your Blackberry Classic comes from MetroPCS USA or T-Mobile USA then it's most likely your Cell Phone is locked with "Device Unlock App" and not asking for a unlock code (SIM Network Unlock PIN). In this situation it's very important to order the unlock of your device using this special service:

With all Blackberry Classic Unlocking Code orders we usually deliver a complete set of unlocking codes. Most of the time you just need the Network Code (NCK) but when needed you'll also receive Unfreeze Code, Reset Key, or Service Provide Code. In the same email that includes your unlock code(s), you will also receive complete instructions on how to use it. Usually, you just insert the SIM card in the phone you want to use and the phone will prompt you for the unlock code. In case you need any assistance, our customer support is always there to answer any questions you might have. We will get back to you within less than 12 Hours from Monday to Friday.
1) Remove previous providers SIM card (if present)
2) Swipe down from top, choose Settings
3) Then Choose Security and Privacy
4) Then Choose SIM Card
5) Message that no SIM card exists, and button “Unlock Network” appears
6) Click on the “Unlock Network” button, a pop up window will ask for the unlock code and display remaining attempts.
7) Upon successful entry of the code, the device is unlocked.
Some devices will require you to insert another providers SIM to activate the unlock button. Insert SIM card from another Provider (not the one it is locked to), and it will display a message that a MEP code is required, go to Step 6).
If two unsuccessful attempts are made, STOP
Check IMEI number and compare device to order, if they match, check unlock code and verify this is what is being entered. If 3 unsuccessfull attempts, STOP and contact code provider for verification of all numbers.
